Head on, No start!

I just put my new head on(Crane #14, magnum valve springs, Milled .030", and P&P) and I have an issue. I cant get it to start! First time Ive timed a car so I think its off because if I turn the car over by hand there is a spot where the motor locks up kinda and doesnt wanna move. Any ideas? Im oping there is no valve problems but its never been started with this new head on. Please give me your input to my problem! Thanks
